Contract for provision of Management Consultancy Services

Based on the National Iranian Oil Company (NIOC) polices, in order to develop Oil & Gas fields in Iran specially the fields which are common with the neighboring countries, a contract for the development of 16 oil fields of the Central Oil Fields of Iran has been awarded to OIEC – Overseas on march 10th of 2001.

The development objective is the increase production capacity rate of Iran central oil fields from 29 MBOPD to 181 MBOPD by applying the best techniques and technologies, standards & codes available to optimize ultimate recovery of the fields.

The fields which are located in different provinces of Iran are: Dehloran, Sarkan, Maleh-Koh, Danan, Paydar, West Paydar, Kabud, Sarvestan, Saadat Abad, Shurom, Rig, Dudro, Khesht, Bushgan, Bushehr and Kuh-e-Kaki.

The main responsibilities of AMIDCO are:

  • Review and approve master development plant (MDP) and annual budget submitted by Main Contractor.

  • To review and approve the list of vendors and subcontractors for each tender introduced by Main Contractor.

  • To review/comment and approve the tender document prepared by Main Contractor for each tender.

  • To supervise procedure for tendering and tender evaluation and recommending to Client (PEDEC) to award the contract to the most competitive tendered.

  • To review/comment and approve the WBS (Work Breakdown Structure) and CBS (Cost Breakdown Structure) of project submitted by Main contractor.

  • To review/comment and approve the monthly progress report and main contractor/subcontractor invoices.

  • To review and approve basic/detail design submitted by Main Contractor /Subcontractors.

  • To supervise the construction and to make sure that the execution of the project is implemented in a professional, economic and timely order and in compliance with contract specifications and to the full satisfaction of the client (NIOC).

During the first year of the Contract, AMIDCO was directly involved with all technical, commercial and legal affairs of the Project, namely all matters concerning 4 tenders of the Main Contractor for engineering services and seismic surveys for the Project and approval of the contracts.

By mutual agreement between Managing Directors of NIOC’s & PEDEC and Central Oil Fields of Iran Co., the NIOC’s representation in this project was transferred to the Central Oil Fields of Iran Co. Since AMIDCO’s Management Consultancy Contract was awarded by PEDEC, the Contract for the above mentioned project terminated, on 26th of September 2002, but it is agreed that other projects of PEDEC be allocated for AMIDCO’s services. Now, the process of transformation of the above Contract for other projects are being done.
